Well based on Gran Turismo, and GT2...:)
The J-spec engine has 212HP, instead of 200 like in this US. I think, I haven't played it in awhile. Plus the bragging rights of having a J-spec engine is pretty cool.

You see where i live there is no need for inspection (sniff test) any longer. Right now i have a 91 n/a coupe and wanted to go with a j-spec TII. Also in the j-spec engines in the TII or n/a do they have the same HPas in the U.S. Also if i were to use the TII engine would i need any extra parts like water pump,alternator,etc...or do the ones from regular n/a's fit??
